Requirements
  • Higher professional (economic and / or legal) education;
  • Knowledge of laws and regulations of the Republic of Kazakhstan in the field of civil, administrative and financial law governing procurement of goods, works and services, conclusion of contracts, accounting and documentation;
  • Knowledge of norms of legislative acts of the Republic of Kazakhstan in terms of legal relations with non-residents;
  • Knowledge of procedure for procurement of goods, works and services;
  • Knowledge of procedure for drawing up and approving internal documents of legal entities;
  • Knowledge of procedure for conclusion, execution and registration of procurement contracts;
  • Knowledge of procedure for systematization, accounting, documentation;
  • Knowledge of procedure for drawing up the procurement plan;
  • Confidently works on procurement web portals goszakup.gov.kz, eep.mitvork.kz;
  • Advanced training certificates are desirable.

Duties:
  • Provision of procurement plan for current or next financial year;
  • Making changes to the procurement plan;
  • Implementation of purchases by ways provided for by the Rules for procurement of goods, works and services of the Fund;
  • Conducting contract vetting for suppliers of goods, works and services;
  • Development and approval of procurement documentation: orders, invitations, minutes, contracts (if necessary), etc.;
  • Maintaining and systematic registration and storage of documentation;
  • Maintaining the register of procurement contracts;
  • Monitoring of the procurement plan;
  • Control over information layout on ongoing purchases on Internet resources;
  • Making suggestions on improving the system of procurement of goods, works, services.
